Mathieu Moreuil is Director of International Football Relations and EU Affairs at the Premier League, where he leads the league’s engagement with European institutions, governments and football stakeholders from Brussels.
After joining the Premier League in 2010 as Head of European Public Policy, he has become one of the key architects of its strategy on regulatory, competition and governance issues in Europe. In this capacity, he advises the league and its clubs on the political, economic and legal dynamics that shape their operating environment, from competition law and state aid to media, labour mobility and digital policy.
Mathieu Moreuil’s expertise in football governance is rooted in more than 15 years working on sport-related issues in Brussels. He began his career at the European Commission, first in the sport unit and then in the free movement of workers unit, where he dealt with the application of EU law to athletes and sporting organisations.
He then joined public affairs firm APCO Worldwide, advising media and sports clients on European regulation and public policy. This combination of institutional experience and strategic consultancy has equipped him with a nuanced understanding of how legal principles, political priorities and market forces interact in European football.
Alongside his Premier League role, Mathieu Moreuil serves as a Board Member and Vice‑President of European Leagues, placing him at the heart of collective decision‑making on the future of domestic competitions across the continent.
He is a regular speaker at high-level conferences on the governance of European football, major legal disputes and the regulatory challenges affecting the game’s sustainability. With academic training in European law and public administration from Université libre de Bruxelles, Sciences Po Strasbourg and ESCP Business School, he combines rigorous legal analysis with a strategic, long‑term vision of the sector’s evolution.
